Would you be willing to cut the strength requirement for two handed weapons by 50%? For example if you can wield a 14 pound weapon with a single hand it would make sense that you would be able to wield a 28 pound weapon using both hands. Also looking through a spreadsheet listing the weapons I found over 150 weapons that weighed more than 25.
