Do players no longer gain XP when they raise skills? It seems like I haven't seen any XP gains from skill increase for quite a while.

Nothing has changed with respect to gaining experience for training skills/spells. The experience gained is based on your character's level and the percentage of the skill/spell (thus training from 40% to 41% is less experience than 99% to 100%).

Level 10 adepts do not gain experience, for obvious reasons. Further, if you go through a recreate and change remort classes or class order, some of your practiced percentages will drop to match your new class order maximums. When this happens, this dropage is quantified and stored on your character like a "practice debt". When you gain experience from practicing them later on, it chips away at the debt (if you have one) before actually rewarding you experience.
