Very simple solution: alchemy as a skill that allows you to MIX existing potions (made via empower, possibly "wild" potions as well). Success rate depending, aside from obvious skill level, on the following:
- Number of effects being mixed. Higher that 5 is very unlikely - similar to enchanting - Relative levels of potions (would average out the spells inside resulting potion) - Alchemist level related to spell levels inside the potions being mixed
Possible problem here is creation of overpowered high-level 5x heal potions (or similar). You can adjust this by following:
- Additional lag upon using such potion, based on number of spells inside - Random, hidden, short-term negative effect when you use them. Make a special spell handler not available via skill, and include it into alchemy-made potions (all or strongest one). Random effect could be anything from blind, poison, smoke in the eyes, stun/daze to change sex, forced "run" to nearby room, sleep or anything as funny.

This is a pretty cool idea. Empower is a priest spell now, so perhaps alchemy would need to be changed as well, either to a high level priest spell or possible within some of the adept classes that include priest (druids perhaps). As long as it was limited (e.g, 4 spells max) and we bound the created items to the character, then I think this could be quite feasible. The binding to the character is to keep this a perk of the class, not something that becomes the standard for every PK battle between any two characters.
